A horror book, a corrupt city under horrid government control? In the book Mr. Warner says it is tradition, but tradition for what and why. Maybe it was just there way of life, Maybe it was just fate. Because there is no real way not to get picked. Even if you wanted to get picked its only luck, or it is just unlucky.
